Not really.

I don't know enough about this city's situation to say. But if you're telling me that you had nothing to do with it, then that makes me think it's unrelated and that the timing is just a coincidence. At best, the fog lifting is an additional consequence of what you're trying to accomplish, but right now, there's no reason to connect it to your actions... not unless we get information that suggests otherwise.
